Background

The coronavirus epidemic of 2019 (COVID-19) is a significant public health crisis. The virus can be spread quickly and can cause a variety of illnesses and is a challenge with regards to detection and prevention, issues which the international community considers the most significant importance to.1-4

Coronavirus 2019 is an animal-based disease that nearly all people are susceptible to.5-7 It is currently spreading across the globe and has a significant impact on people’s lives and health.3-9 In this regard, the Chinese government has implemented many emergency measures in this context. As per legislation, COVID-19 has been classified as a Class B infectious disease, but it is managed according to the strict guidelines for managing Class-A diseases. Every province, autonomous region, and municipality in China has launched Level-I responses to major health emergencies.10 The Central Committee of the Chinese Communist Party considers it essential to the prevention and control of epidemics. It has proposed a comprehensive improvement of the nation’s medical emergency system for public health in this area, as per law.11

The study examined and analyzed medical personnel from Henan Province to better understand their current knowledge of regulations and laws related to public health emergencies of a significant nature and countermeasures that could be implemented to improve preventive and control measures.

Method

Participants

Medical personnel from grade II and III hospitals across 18 cities in Henan Province were selected as study participants. Under the direction and assistance from Henan Nursing Association, Henan Nursing Association, the questionnaire was completed with the help of senior members of all levels of nursing associations. The inclusion criteria for participants were as follows: (1) registered practitioners working in hospitals within Henan Province; (2) medical personnel working in tertiary and secondary hospitals, including medical staff, nursing staff, or laboratory personnel who have been employed for one year or more (3) people who were able to utilize intelligent mobile devices to fill out the questionnaire; (4) participants who signed an informed consent form to be part of the study. The criteria for exclusion included: people who could not complete the required time on the survey. This study received approval from the Ethics Committee of Henan Provincial People’s Hospital (approval number [2020] ethical reviews no. : [74]).

Research Tools

The research team developed the questionnaire to assess the level of knowledge of public health issues among the medical personnel of Henan Province.12 The questionnaire was designed was completed by the team members with ample access to emergency response laws in the People’s Republic of China, the direction of the People’s Republic of China on the prevention and control of diseases that cause infection, the emergent public health events emergency ordinance “the report on public health emergencies and epidemic disease monitoring information management method” and medical personnel related to public health events, like information that is built on the updated formula of the laws and regulations. The survey covered two aspects of the investigation into the cognitive status quo (25 items in total), which are “general information” and “major public events and rules of the law.”

The particular content targeted toward medical professionals on emergency response measures for primary emergencies could be answered with responses in the form of “don’t understand,” “don’t know,” “understand,” “understanding,” and “know.”

The medical personnel’s knowledge of the specific information relevant to critical public health incidents was divided into incorrect and correct numbers. The most critical content for public health events included the COVID-19 classification and emergency response level understanding of health emergencies that affect the public and the inability to implement appropriate measures, accepting legal responsibility and the legal obligations for disseminating inaccurate information breaking the law, and deliberately spreading the virus and the cost of treatment for patients believed to be affected. In each case, the frequency for every one of the items was determined, and the variances in the data collected were analyzed.

Two groups conducted the face validation. One group consisted of 10 people who differed based on sex, age, and educational level. The other group comprised an expert panel of four people who have had clinical experience for over five years. They assessed the questionnaire based on three scoring criteria: understanding, clarity, and accuracy. Based on the test results, Fleiss’ Kappa index was calculated, which allowed establishing a consensus among panel members on the randomness of the questionnaire. Items with values ranging from 0.61 to 0.80 were judged to be acceptable and acknowledged as showing substantial agreement.13

To determine the validity of the content, the questionnaire was carried out by the same experts who determined the fact of the questions on their faces. They evaluated the items by using three criteria “essential,” “useful but not essential,” and “not necessary.” A content validity rate (CVR) was determined based on the information. In addition, the validity index of the whole instrument was determined. The result was that a CVR value >=0.58 is sufficient to classify an item as acceptable, regardless of the number of evaluators.14 The SPSS Statistics 21.0 (IBM) software was used to perform reliability and consistency testing.

Data Collection Methods

The study was conducted between 15 February to 15 February 2020 with the electronic form (Questionnaire Star). Based on the necessity to control and prevent epidemics, The research team asked those who met the eligibility criteria to complete the electronic questionnaire using the WeChat application. Before filling out the questionnaire, participants were informed about the significance and purpose of taking part in the survey through the WeChat group message. Surveys were completed by those responsible for every department of the Henan Nursing Association who met the eligibility criteria as per their respective hospitals.

Data Quality Control

To ensure the quality of the survey To ensure the survey’s quality, respondents were only able to complete the survey only once via the Internet Protocol address to prevent the possibility of doing it multiple times. After an investigation, unsuitable cases were removed and manually completed. Based on the time average to complete this survey (1082 + 446 seconds), the issues that required more than 3000 seconds or 420 seconds were removed.

Statistical Methods

The data were downloaded from the background of the network and subsequently inspected by two researchers. The data were then compiled and analyzed statistically with Excel (v.*) (Microsoft) and SPSS Statistics 21.0. SPSS Statistics 21.0 software program. The analysis used was descriptive and the data gathered were expressed as a range of numbers, such as the number of instances and the composition ratio and percentage. Chi-squared analysis was used to determine the difference between groups. P 0.05 was considered to be statistically significant.

Results

The face validity revealed the results of 0.65 for understanding, 0.68 for clarity, and 0.62 for accuracy-related to the survey and indicated a significant consensus. The fact of the content index was satisfactory, with a value of 0.78. The Cronbach’s Alpha was 0.747. The validity and reliability of the questionnaire were in line with the standard of the questionnaire.

Sample Profile

There were 42,747 participants from secondary and tertiary medical institutions across 18 cities in Henan Province who participated in the study, and 42,490 valid questionnaires were retrieved after removing incorrect entries (recovery rate of 99.4 percent). Of the surveys returned, Zhengzhou accounted for the most significant proportion of questionnaires that were completed (21.90 percent) then, followed by Nanyang (11.46 percent), Anyang (8.99%), Zhumadian (8.00%), Xinyang (7.19%), Xinxiang (6.72%), Luoyang (6.23%) and Pingdingshan (5.76 5 %) which together represent all 18 regions and cities in Henan Province included in the study. In addition, 54.4% of questionnaires were received from tertiary medical institutions, and 42.9% were from secondary medical schools. The average age of the respondents was 32.82 + 7.66 years.

Medical Personnel are Aware of the Specific Content of a Level-I Emergency Response

The majority of the surveyed medical personnel demonstrated an awareness of the Level-I emergency response. There were statistical variations in certain content between different departments (P > 0.05). The surgical and internal medicine personnel had more excellent knowledge, and the intensive care unit personnel showed less expertise than other departments. There were no significant differences in the specific understanding of an emergency Level-I response between different hospital levels, years of service, or educational levels (P > 0.05) (Table 1.).

Awareness Among Medical Staff of the Specific Content of Major Public Health Events

The accuracy of the score for COVID-19 classification, a comprehension that public health crises are a possibility, and the payment method of confirmed and suspected patients were generally poor. The accuracy rate was correlated to COVID-19 emergency response levels as well as the legal obligation in refusing to take appropriate measures, the steps to be implemented by health authorities for prevention and control after COVID-19 was identified, and also the actions that had to be taken to stop the deliberate spread by false data and the spread of the virus were very high. The proportion of correct responses increased with the improvement in education and the hospital level, and the variation was statistically significant (P less than 0.05). The number of time respondents was employed at a hospital had a distinct impact on the precision of the various aspects. In general, the medical scores of patients who worked in hospitals from 1 to 5 years were lower. There were some differences between the department, and the quality of popular science-based promotion associated with infection in surgical and operating rooms was very high, as seen in Table 2.

Table 2 Correct Number of Medical Staff’s Knowledge of the Specific Contents of Major Public Health Events (%)

Discussion

3.1 Medical personnel, in some cases required to increase their understanding of an appropriate Level-I response to public health incidents as well as the applicable law and regulation. The results revealed that 3.47-32.61 percent of medical personnel did not have sufficient knowledge of an appropriate response at a Level I level to public health incidents and the applicable laws and regulations. They were not aware of the definitions of “public health emergencies.” They weren’t aware of the obligations of medical personnel in the event an actual public health emergency occurred. This was because the COVID-19 outbreak occurred quickly and with swift consequences. While the State had promptly issued information about the pandemic, some medical professionals were not paying enough attention to the news because they were too busy.

This is the reason behind differing levels of knowledge about specific content in various departments related to the emergency response of Level-I was due to COVID-19 being respiratory-related and because Internal medicine nurses are the ones who receive the majority of medical treatments. Thus, nurses in internal medicine will be more knowledgeable of other departments and will be more likely to focus on and comprehend a related emergency response. Nurses in intensive care units will focus on treating severely sick patients. Because time is not given and thoughts are not valued. As a result, there will be a lesser understanding of relevant laws and regulations. Thus, medical professionals need to be more attentive to the issue of controlling and preventing epidemics and also to the rules and regulations about major public health emergencies to be able to follow them, provide the correct information to patients and their families as well as increase their awareness of prevention and control and capacity for emergency response.

The Accuracy of Coronavirus 2019 Classification by Medical Staff, Understanding a Public Health Emergency, and the Payment Method of Suspected and Confirmed Patients Were Generally Low

Based on the results of the survey, the respondents showed an extremely high accuracy rate regarding COVID-19 emergency responses as well as the legal responsibility of refusing to implement appropriate measures, the methods to be followed by health agencies for prevention and control to combat COVID-19, and their accountability against the deliberate dissemination of false information as well as COVID itself. The accuracy of COVID-19 classification, knowledge of public health emergencies, and the methods for payment of the confirmed and suspected COVID 19 sufferers were generally lower. The reason is that the people who participated in the period of pandemics for sudden health emergencies lack sufficient focus, typically by media, the government, hospital publicity, training, training, etc. When a significant public health emergency occurs, if there are no laws or regulations to quickly communicate the information **** cannot manage patients’ isolation or expenses appropriately. Healthcare professionals should not hinder the activities of healthcare workers or the (CDC) to prevent COVID-19 and control it. Prevention and management of the disease require the total participation of the healthcare personnel. Suppose medical personnel at the forefront of the pandemic fail to know the pertinent laws and regulations to fight against and control. In that case, COVID-19 is likely to be affected and could lead to an unstoppable situation. Therefore, healthcare authorities at all levels should be aware of and enhance personnel training about laws and regulations pertinent to important public health events to ensure that everyone is aware of and fully comprehend these laws and regulations.

The awareness of medical personnel of the particular content of major public Health Events increases With a Higher Level of Training, Education, and Hospital and the number of years they have worked.

The knowledge among medical professionals about the specifics of public health emergencies improved with a higher level of education and hospital-level, which indicates that doctors who had a higher degree of education had more knowledge of culture and were better at paying attention and thinking. The overall quality of training and education opportunities for medical professionals in top hospitals has grown and contributed to a greater understanding of the rules and laws governing major health emergencies. The lower scores of medical professionals employed for 1 to 5 years showed that those who were not senior were still working on learning the fundamental knowledge and skills required for their job, and their understanding of the pertinent laws and regulations needed to be improved. Thus, it is recommended that the national administrative department utilize various strategies to promote scientific research and fully use the principal role played by the mass media, including television news and the internet, in this regard. Particular groups’ needs must be taken into consideration as well as the role of the public in the distribution of information should be taken into consideration to make sure that health professionals are provided with effective channels and have access at a convenient time to ensure the prevention and control of COVID in line of the laws. Also, attention must be paid to the distinct function of “we media” channels; regular columns should be published regarding prevention and control, based on the law, and provide an authoritative voice for the news media as well as “we media” to reprint and swiftly disseminate correct information on COVID-19 prevention and control. This will help to dispel any rumors and evidence and ease the burden on medical personnel about access to accurate information. Additionally, the State and government should hold press conferences. The Legal Department in the National Health Commission and medical insurance agencies should release information about the importance and necessity of legal-based prevention and control.

The Importance of Improving the Medical Staff’s Knowledge and Grasp of the Laws and Regulations Concerning Major Public Health Events

“Public health” concerns aspects of health and security and is an issue both political and social. The rapid expansion of COVID-19, the broad spectrum of illnesses, and the significant challenges related to its control and prevention is the most crucial test for China’s public health system and its capabilities related to the legal framework for the prevention and control of this pandemic.15 The degree of knowledge of medical professionals about the regulations and laws governing important public health events shows the importance of medical professionals in a context of a pandemic. This study showed that over 95% of health care professionals were aware of their obligations and legal duties for controlling and preventing the spreading of the disease. In the long run, with improvement and development, the Chinese laws and regulations regarding public health and the prevention and treatment of COVID-19 are pretty good. But, because of the small probability of significant health issues, medical professionals often don’t pay enough focus on the regulations and laws of the situation. A lack of understanding of the spread of a pandemic and the speed at which it could occur can cause a significant impact on society. For example, such an instance may call into question whether medical personnel will be able to correctly manage the cost of treatment of confirmed and suspected-of-being-ill patients, the cause will be coronavirus pneumonia infection spread or have caused severe danger is the problem of criminal responsibility, for breach of will be coronavirus pneumonia infection prevention and control, do not obey, do not cooperate or government refused to carry out relevant decisions and orders or measures behavior such as what is a legal responsibility.

The legal responsibilities of people who deliberately distribute false information about COVID-19. And what should be done to individuals in similar locations where new coronavirus infections have been observed? In addition, the steps that the CDC must implement in the event of a recent coronavirus-related illness must be formulated. The responsibilities of citizens in the situation of an emergency in public health and the best way to dispose of waste, sewage, and items that are contaminated by the novel coronavirus pathogen must be included in-laws and regulations. In China’s case, the public health law is a flawed legal system that lacks cohesion, system delays, or misinformation, creating an entire set of issues that include a flawed legal system. In the real world, there is a breach of administration based on laws and the proportional principle, and the equal rights and the right of other parties to be informed and their privacy rights have to be increased. The subject matter, the procedures, and methods for public health monitoring, early warning, and communication should be improved. Therefore, the future work will include enhancing the treatment system for significant pandemics/epidemics and establishing solid legal mechanisms to treat infectious diseases at various levels.

Conclusion

Based on the findings of this study, medical professionals were generally very concerned about COVID-19. They were aware of prevention and management, engaged in healthy behaviors, and implemented disease control and prevention measures. However, the study also revealed how poorly health professionals were aware of the regulations and laws related to COVID-19; in light of the issues associated with COVID-19, which were discovered when the pandemic grew, the State and a variety of municipalities have revised and issued relevant regulations and laws to enhance surveillance and the early warning systems in relation with infectious disease, as well as the design of reporting on the response of the departments and individuals in charge, and appropriate emergency plans. However, regulations and laws concerning major health issues require revision and enhancement to ensure that pertinent rules are followed, allowing healthcare professionals to safeguard people’s health and lives.

Biggest Pros

What facets play the most prominent position in making Capella’s Psy.D. plan desirable for students contemplating that level?

Entirely online & flexible

However, Capella’s unique Flexpath level method is not readily available for this Program. However, students still like a considerable level of flexibility, allowing them to continue their lives and jobs while pursuing their education. This is essentially a consequence of coursework being fully online. Some in-person seminars and different functions are needed, but a large proportion of equally the institution psychology and medical psychology Psy.D. degrees that Capella presents are done online. For all prospective students, this is the most excellent choice element, and many other colleges often don’t offer any online programs or a severely limited number. So the fact that this Program is done nearly entirely online could be the single most significant element that unites Capella.

Cost

In a subject where it’s not unreasonable for students, you may anticipate covering up to $150,000 for their Psy.D., Capella’s plan is refreshingly affordable. Depending on how long it requires to perform, the typical scholar won’t need to pay a whole lot more than $50,000 to finish their Psy.D. and remain for licensing exams as they function to become qualified psychologists. Especially for students interested in working with populace organizations or in concentration parts that aren’t well-paying, being able to justify the trouble of making a Psy.D. is probably prime of mind, and few colleges are as economical as Capella’s Psy.D. Program.

Focus on functioning professionals

Although some Psy.D. students are probably recent master’s level completers or even really recent college graduates, the attention to functioning professionals is just a trademark of Capella’s Program. Equally, the internet experience and price admit to them, as does the framework of the Program, which combinations coursework and face-to-face activities to ensure graduates are well-prepared for the next thing without passing up on crucial functions within their personal or skilled lives while they earn their doctorate.

Biggest Cons

To be specific, Capella’s Psy.D. programs are not for everybody; therefore, what facets may make a scholar think hard about seeking a Capella Psy.D.?

Few level alternatives

With only two level alternatives, school and medical, prospective Psy.D. students interested in studying forensic, industrial-organizational, or other emerging fields of psychology may be better served at different institutions with a broader portfolio of degrees and concentration areas.

Insufficient APA accreditation

The American Mental Association has approved less than 100 Psy.D. programs in the United States, and Capella’s is not one of them. While that doesn’t necessarily mean that making a Capella Psy.D. won’t be a challenge, students must understand that, with regards to the kinds of employers within their area, attending a non-APA-accredited school might make them a less desirable work candidate.

The Bottom Line

However, you are unsure if the Capella Psy.D. in Clinical Psychology or School Psychology is often correct for you. Have a look at that chart to master more.

Is the Capella University Psy.D. Program Right For Me?

Conclusion

Other Psy.D. programs on the market have an extended lineage than Capella’s, but few put the student’s pragmatic needs top and center in the way Capella does. By letting the vast majority of the task necessary to earn the degree be done online and by keeping prices quite reduced, Capella University’s Psy.D. level choices are powerfully designed for adults and functioning professionals who certainly need to stage up their careers but who can’t put their whole lives on hold to accomplish so.
