Analysis and Review of the Countermeasures Required for Medical Staff’s Cognition of Relevant Laws and Regulations in the Coronavirus 2019 Context




The coronavirus epidemic of 2019 (COVID-19) is a significant public health crisis. The virus can be spread quickly and can cause a variety of illnesses and is a challenge with regards to detection and prevention, issues which the international community considers the most significant importance to.1-4

Coronavirus 2019 is an animal-based disease that nearly all people are susceptible to.5-7 It is currently spreading across the globe and has a significant impact on people’s lives and health.3-9 In this regard, the Chinese government has implemented many emergency measures in this context. As per legislation, COVID-19 has been classified as a Class B infectious disease, but it is managed according to the strict guidelines for managing Class-A diseases. Every province, autonomous region, and municipality in China has launched Level-I responses to major health emergencies.10 The Central Committee of the Chinese Communist Party considers it essential to the prevention and control of epidemics. It has proposed a comprehensive improvement of the nation’s medical emergency system for public health in this area, as per law.11


The study examined and analyzed medical personnel from Henan Province to better understand their current knowledge of regulations and laws related to public health emergencies of a significant nature and countermeasures that could be implemented to improve preventive and control measures.



Medical personnel from grade II and III hospitals across 18 cities in Henan Province were selected as study participants. Under the direction and assistance from Henan Nursing Association, Henan Nursing Association, the questionnaire was completed with the help of senior members of all levels of nursing associations. The inclusion criteria for participants were as follows: (1) registered practitioners working in hospitals within Henan Province; (2) medical personnel working in tertiary and secondary hospitals, including medical staff, nursing staff, or laboratory personnel who have been employed for one year or more (3) people who were able to utilize intelligent mobile devices to fill out the questionnaire; (4) participants who signed an informed consent form to be part of the study. The criteria for exclusion included: people who could not complete the required time on the survey. This study received approval from the Ethics Committee of Henan Provincial People’s Hospital (approval number [2020] ethical reviews no. : [74]).


Research Tools

The research team developed the questionnaire to assess the level of knowledge of public health issues among the medical personnel of Henan Province.12 The questionnaire was designed was completed by the team members with ample access to emergency response laws in the People’s Republic of China, the direction of the People’s Republic of China on the prevention and control of diseases that cause infection, the emergent public health events emergency ordinance “the report on public health emergencies and epidemic disease monitoring information management method” and medical personnel related to public health events, like information that is built on the updated formula of the laws and regulations. In each case, the frequency for every one of the items was determined, and the variances in the data collected were analyzed.

Two groups conducted the face validation. One group consisted of 10 people who differed based on sex, age, and educational level. The other group comprised an expert panel of four people who have had clinical experience for over five years. They assessed the questionnaire based on three scoring criteria: understanding, clarity, and accuracy. Based on the test results, Fleiss’ Kappa index was calculated, which allowed establishing a consensus among panel members on the randomness of the questionnaire. Items with values ranging from 0.61 to 0.80 were judged to be acceptable and acknowledged as showing substantial agreement.13

To determine the validity of the content, the questionnaire was carried out by the same experts who determined the fact of the questions on their faces. They evaluated the items by using three criteria “essential,” “useful but not essential,” and “not necessary.” A content validity rate (CVR) was determined based on the information. In addition, the validity index of the whole instrument was determined. The result was that a CVR value >=0.58 is sufficient to classify an item as acceptable, regardless of the number of evaluators.14 The SPSS Statistics 21.0 (IBM) software was used to perform reliability and consistency testing.


Data Collection Methods

The study was conducted between 15 February to 15 February 2020 with the electronic form (Questionnaire Star). Based on the necessity to control and prevent epidemics, The research team asked those who met the eligibility criteria to complete the electronic questionnaire using the WeChat application. Before filling out the questionnaire, participants were informed about the significance and purpose of taking part in the survey through the WeChat group message. Surveys were completed by those responsible for every department of the Henan Nursing Association who met the eligibility criteria as per their respective hospitals.

Data Quality Control


To ensure the quality of the survey To ensure the survey’s quality, respondents were only able to complete the survey only once via the Internet Protocol address to prevent the possibility of doing it multiple times. After an investigation, unsuitable cases were removed and manually completed. Based on the time average to complete this survey (1082 + 446 seconds), the issues that required more than 3000 seconds or 420 seconds were removed.

Statistical Methods

The data were downloaded from the background of the network and subsequently inspected by two researchers. The data were then compiled and analyzed statistically with Excel (v.*) (Microsoft) and SPSS Statistics 21.0. SPSS Statistics 21.0 software program. Chi-squared analysis was used to determine the difference between groups. P 0.05 was considered to be statistically significant.



The face validity revealed the results of 0.65 for understanding, 0.68 for clarity, and 0.62 for accuracy-related to the survey and indicated a significant consensus. The fact of the content index was satisfactory, with a value of 0.78. The Cronbach’s Alpha was 0.747. The validity and reliability of the questionnaire were in line with the standard of the questionnaire.

Sample Profile

There were 42,747 participants from secondary and tertiary medical institutions across 18 cities in Henan Province who participated in the study, and 42,490 valid questionnaires were retrieved after removing incorrect entries (recovery rate of 99.4 percent). Of the surveys returned, Zhengzhou accounted for the most significant proportion of questionnaires that were completed (21.90 percent) then, followed by Nanyang (11.46 percent), Anyang (8.99%), Zhumadian (8.00%), Xinyang (7.19%), Xinxiang (6.72%), Luoyang (6.23%) and Pingdingshan (5.76 5 %) which together represent all 18 regions and cities in Henan Province included in the study. In addition, 54.4% of questionnaires were received from tertiary medical institutions, and 42.9% were from secondary medical schools. The average age of the respondents was 32.82 + 7.66 years.


Medical Personnel are Aware of the Specific Content of a Level-I Emergency Response

The majority of the surveyed medical personnel demonstrated an awareness of the Level-I emergency response. There were statistical variations in certain content between different departments (P > 0.05). The surgical and internal medicine personnel had more excellent knowledge, and the intensive care unit personnel showed less expertise than other departments. There were no significant differences in the specific understanding of an emergency Level-I response between different hospital levels, years of service, or educational levels (P > 0.05) (Table 1.).

The results revealed that 3.47-32.61 percent of medical personnel did not have sufficient knowledge of an appropriate response at a Level I level to public health incidents and the applicable laws and regulations. This was because the COVID-19 outbreak occurred quickly and with swift consequences. Thus, nurses in internal medicine will be more knowledgeable of other departments and will be more likely to focus on and comprehend a related emergency response. Nurses in intensive care units will focus on treating severely sick patients. Because time is not given and thoughts are not valued. As a result, there will be a lesser understanding of relevant laws and regulations. Thus, medical professionals need to be more attentive to the issue of controlling and preventing epidemics and also to the rules and regulations about major public health emergencies to be able to follow them, provide the correct information to patients and their families as well as increase their awareness of prevention and control and capacity for emergency response.

Therefore, healthcare authorities at all levels should be aware of and enhance personnel training about laws and regulations pertinent to important public health events to ensure that everyone is aware of and fully comprehend these laws and regulations.

The overall quality of training and education opportunities for medical professionals in top hospitals has grown and contributed to a greater understanding of the rules and laws governing major health emergencies. The lower scores of medical professionals employed for 1 to 5 years showed that those who were not senior were still working on learning the fundamental knowledge and skills required for their job, and their understanding of the pertinent laws and regulations needed to be improved. Thus, it is recommended that the national administrative department utilize various strategies to promote scientific research and fully use the principal role played by the mass media, including television news and the internet, in this regard. Particular groups’ needs must be taken into consideration as well as the role of the public in the distribution of information should be taken into consideration to make sure that health professionals are provided with effective channels and have access at a convenient time to ensure the prevention and control of COVID in line of the laws. Also, attention must be paid to the distinct function of “we media” channels; regular columns should be published regarding prevention and control, based on the law, and provide an authoritative voice for the news media as well as “we media” to reprint and swiftly disseminate correct information on COVID-19 prevention and control. This will help to dispel any rumors and evidence and ease the burden on medical personnel about access to accurate information. Additionally, the State and government should hold press conferences. The Legal Department in the National Health Commission and medical insurance agencies should release information about the importance and necessity of legal-based prevention and control.

In the long run, with improvement and development, the Chinese laws and regulations regarding public health and the prevention and treatment of COVID-19 are pretty good. But, because of the small probability of significant health issues, medical professionals often don’t pay enough focus on the regulations and laws of the situation. A lack of understanding of the spread of a pandemic and the speed at which it could occur can cause a significant impact on society. The subject matter, the procedures, and methods for public health monitoring, early warning, and communication should be improved. Therefore, the future work will include enhancing the treatment system for significant pandemics/epidemics and establishing solid legal mechanisms to treat infectious diseases at various levels.


Based on the findings of this study, medical professionals were generally very concerned about COVID-19. They were aware of prevention and management, engaged in healthy behaviors, and implemented disease control and prevention measures. However, the study also revealed how poorly health professionals were aware of the regulations and laws related to COVID-19; in light of the issues associated with COVID-19, which were discovered when the pandemic grew, the State and a variety of municipalities have revised and issued relevant regulations and laws to enhance surveillance and the early warning systems in relation with infectious disease, as well as the design of reporting on the response of the departments and individuals in charge, and appropriate emergency plans. However, regulations and laws concerning major health issues require revision and enhancement to ensure that pertinent rules are followed, allowing healthcare professionals to safeguard people’s health and lives.
