It is reported that the UK government’s decision to announce an additional work visa that aims to attract top students has been criticized as the list of eligible universities does not include universities located in Africa, Latin America or South Asia. In the Conversation, Nontobeko Mtshali sought Orla Quinlan, director of Internationalization for Rhodes University in South Africa, to give her perspective on the implications these visa programs will have for the integration of international students and efforts to promote intercultural understanding within higher learning.

What announcements has the UK government made public?

The UK government recently launched the first “High Potential Individual” short-term work visa. Minister of Home Affairs Priti Patel stated that the idea was to put “ability and talent first” rather than where people originate.

The terms of the high-potential individual visa permit the holder to stay for 2 or 3 months in the UK for students who hold either a master’s or PhD or PhD, respectively. The visa isn’t extended, but the holders may apply for longer-term visas.

The applicants must have the funds to obtain the visa and sustain themselves while looking for jobs. The visa with a high-potential individual does not apply to international students already studying with universities within the UK.

However, the visa is only available to students from certain institutions that rank at the top of the 50 positions of two rankings for international universities.

Who are qualified?

A recent listing of eligible universities included over twenty-six US universities. There are also institutions in Canada, China, France, Germany, Japan, Singapore and Sweden.

Each of these schools featured at least two ranking systems: The Times Higher Education world university rankings, The Academic Ranking of World Universities, and the Quacquarelli Symonds world rankings for universities.

African universities aren’t among the 50 best in one of the rankings systems. The criteria they employ consider aspects such as the research output, the number of high-achieving faculty and students, its reputation with employers, and the students from abroad.

The performance of each student isn’t a factor for any ranking.

Ranking systems are commercial enterprises. Although they are incredibly flawed, they play an increasingly important influence on opinions regarding the quality of tertiary educational institutions. However, many institutions that do not include rankings produce students who can excel in their performance. The systems for ranking are highly contestable. A simple correlation of high-performing students with certain institutions isn’t scientific. Rankings do not need much related to the performance of an individual.

If any ranking method is to be utilized, It’s recommended that Impact Rankings produced by Times Higher Education could be the best choice. It measures the impact of universities on seventeen UN Sustainable Development Goals. This rating is more inclusive of South international universities.
